The Metropolitan Water District of Southern California is a consortium of 26 cities and water districts that provides drinking water to nearly 19 million people in parts of Los Angeles, Orange, San Diego, Riverside, San Bernardino and Ventura counties.

The mission of the Metropolitan Water District of Southern California is to provide its service area with adequate and reliable supplies of high-quality water to meet present and future needs in an environmentally and economically responsible way.

Metropolitan currently delivers an average of 1.7 billion gallons of water per day to a 5,200-square-mile service area.



Metropolitan’s Business Outreach Program is designed to maximize business opportunities for qualified contractors, consultants and vendors that reflect the diversity of the Metropolitan’s 19 million Southern California consumers.

Metropolitan has streamlined vendor registration, self-certification, solicitation and notification with an online system called NETConnect.

  • Registration is FREE and open to both small and large businesses
  • Once registered, firms receive immediate notification of contract opportunities which fit their profile
  • Small businesses can use the system to self-certify as a small business enterprise
  • The self-certification process takes only minutes to complete
  • SBE certification is typically approved within 48 hours

    About Metropolitan’s Business Outreach Program

    Promoting participation in Metropolitan contracting opportunities to regional, small and disabled veteran-owned businesses in Southern California is a priority for Metropolitan.

    Metropolitan has a small business utilization goal of 18 percent and a disabled veteran business enterprise goal of 3 percent. The tie between regional water supply reliability and economic vitality defines Metropolitan’s purpose for supporting increased business opportunities, competition and job creation.

    Since the Business Outreach Program was launched in 2001, an average 30 percent of Metropolitan’s contracting dollars have been awarded to small and disabled-veteran owned businesses, representing a reinvestment of $700 million into these local businesses. Metropolitan contracts annually for as much as $500 million in construction, goods and services.

    Metropolitan provides three programs to support small, regional and disabled veteran owned businesses:

    • Small Business Program – Provides bid incentives and governmental contracting education for businesses that comply with the U.S. Small Business Administration (SBA) industry guidelines.
    • Regional Business Program – Promotes equitable contracting opportunities and provides bid incentives for businesses located in Metropolitan’s 5,200 square-mile service area which includes portions of Los Angeles, Orange, Riverside, San Diego, San Bernardino and Ventura Counties.
    • Disabled Veteran-owned Business Program – Encourages participation through bid incentives and tailored education for disabled veteran-owned businesses that have met either the State of California or federal certification requirements for disabled veteran-owned businesses.
