Los Angeles County Metropolitan Transportation Authority (Metro) is unique among the nation’s transportation agencies. It serves as transportation planner and coordinator, designer, builder and operator for one of the country’s largest, most populous counties. More than 9.6 million people – nearly one-third of California’s residents – live, work, and play within its 1,433-square-mile service area.
Metro Certification Program
Metro follows three certification programs designed to guarantee small business inclusion in its procurement and contract administration:
- The federal program is the Disadvantaged Business Enterprise (DBE)
- the state program is the Small Business Enterprise (SBE)
- and the local program is the Minority/Women Business Enterprise (M/WBE).
Depending on project’s funding source, Metro is required to set certain goals to guarantee small businesses are included in the procurement process as contractors or subcontractors. A small business procurement opportunity is relative to the project’s scope of work. Federally funded projects have DBE goals; state/locally funded projects have SBE goals; and locally funded projects have M/WBE goals.
